POSITION SUMMARY:

The Traffic Signal & Streetlighting Lead Electrician is responsible for supervision and coordination of the construction, maintenance, and inspection of traffic signals & overhead streetlighting to ensure compliance in all work tasks, which will require the technical oversight of either Journeyman Electricians, Traffic Signal & Streetlight Technicians and Electrician Apprentices. The Traffic Signal & Streetlight Lead Electrician will be granted considerable independent judgment to ensure adherence to safe work practices and procedures and will performs other duties as required or assigned.

The incumbent must perform safe operation of equipment and adhere to all city safety standards and procedures. The nature of the work performed requires that an employee in this classification establish and maintain cooperative working relationships with other City of Nampa employees, pertinent State & Federal employees, partner agencies & stakeholders, manufacturers, manufactures representatives, equipment suppliers, private contractors, developers, private engineers and the public.

Supervises and coordinates the electrical and operational activities of the Traffic Division; performs a wide range of technical field and office duties associated with the construction, maintenance, installation and repair of electrical traffic control device system equipment, traffic signal device system equipment and overhead streetlighting equipment, in accordance with established policies, plans and specifications; performs other job-related duties as required.

ESSENTIAL FUNCTIONS:
• Perform advanced skilled tasks relating the traffic signal and streetlighting work.
• Oversee and inspect the work of signal construction, maintenance, and inspection to ensure work meets established City of Nampa and industry standards, policies, and specification requirements.
• Work and Supervise Traffic Signal and Streetlight maintenance construction and activities.
• Responsible for coordinating all work activities and work assignments including the specific allocation of equipment, construction & maintenance staff and all affiliated traffic signal & streetlighting electrical inspections.
• Control traffic signal & streetlighting equipment inventory and use Install, maintain, troubleshoot, repair other solar operated traffic control devices.
• Test traffic signal cabinet internal equipment and other alike traffic control related equipment.
• Investigate and take corrective action on citizen complaints pertaining to traffic signals & streetlighting.
• Coordinate emergency electrical repairs.
• Coordinate power utility hook up requests through Idaho Power.
• Inspect and record quality of workmanship for work tasks.
• Review signal construction plans and attend pre-construction meetings.
• Oversee electrical apprenticeship programs regarding Traffic Division staff.
• Assist and train personnel with the installation, maintenance, troubleshooting and repair of traffic control equipment.
• Consult with, review, and assist engineering personnel in the design, specification, selection and requisition of material, equipment and supplies needed in planning new construction.
• Maintain electronic safety precautions surrounding all electronic traffic control devices.

ADDITIONAL FUNCTIONS:
• Provide technical oversight to ITS technicians in the design and installation of traffic signal & streetlighting devices.
• Perform partial ITS maintenance activities.
• Provide the Traffic Division Superintendent with work status updates and specifics on job requirements.
• Provide input to the Traffic Division Superintendent with Fiscal Year planning information.
• Assist the Traffic Division Superintendent conduct and coordinate with the City of Nampa's HR performance coaching and management programs.
• Assist the Traffic Division Superintendent in informing and advising representatives of partner agencies & stake holders concerning the maintenance and operation of ITS systems and networks.
• Assist other city divisions regarding the electrical repair and maintenance affiliated with operations.
• Assist the Traffic Division Superintendent in estimate cost of material, labor and equipment for a variety of construction and maintenance activities.
• Assist personnel in preparation of reports and records.
• May perform the duties of the Superintendent in place of their absence.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
• Electrical Journeyman License "Mandatory".
• Completion of a 4-year Electrical Apprenticeship program.
• Electrical Journeyman recent working status of at least 5 years.
• High School Graduate or General Education Degree (GED).
• Possession of a valid Idaho Class A driver's license.
• Possession of an active Idaho State Low Voltage Electrical License and Level II-IMSA Signal Technician certification.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
• Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
• Ability to operate hydraulic press, wire cutters, electrical and electronic testing equipment, generator, line tracer, and various hand tools, motorized vehicles and equipment including utility service trucks, aerial lifts, and forklift trucks.
• Considerable knowledge of supervisory principles and practices.
• Considerable knowledge of traffic signal & streetlighting construction, maintenance and inspection principles, practices and techniques.
• Considerable knowledge of traffic signal components and peripheral equipment.
• Considerable knowledge of National Electrical Code.
• Manual on Uniform Traffic Control Device (MUTCD); city and state requirements pertaining to traffic signal installations.
• Considerable knowledge of Microsoft software applications.
• Considerable knowledge of traffic hazards and traffic safety procedures.
• Basic ITS systems (Intelligent Transportation Systems).
• Basic Ethernet switching practice.
• Basic Fiber optic networking practice.
• Read and interpret plans, special provision standards & specification and schematic drawings.
• Monitor quantity, quality, condition and specification compliance of materials and workmanship used for traffic signal systems and overhead streetlighting installations.
• Maintenance and construction of traffic signals.
• Enforce construction compliance with established polices and specifications.
• Supervise and train others in the methods and techniques of the specialty area.
• Operate a computer and related business and electronic software.
• Complete diaries documenting activities, manpower, equipment, and costs, as applicable.
• Communicate effectively orally and in writing.
• Have a firm knowledge of electrical hazards and electronic safety procedures.
• Operate an aerial lift device and work at heights up to 60 feet.
