General Description:
Under the general direction of assigned supervisors, this position is responsible for performing skilled tasks, including the operation of equipment and vehicles, to complete projects related to the maintenance, upkeep, installation, and construction of city streets, utilities, rights-of-way, parks, stormwater, and other infrastructure for departmental operations. Employees in this classification serve as the primary operator for heavy equipment and are expected to be proficient on multiple types of equipment.
Essential Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
Follows and promotes policy and procedures of the City of South Fulton.
Informs and advises the Public Works Director through the chain of command on all department issues affecting the city; provides advice, support, and information to other department heads, elected officials, and the public.
Implements and enforces policies and procedures established by the City of South Fulton and makes recommendations regarding the need for new policies and procedures to enhance operations; oversees compliance with applicable regulations, policies, and procedures; identifies problems and implements procedural and administrative changes as needed.
Cuts grass and brush.
Assists with the installation traffic cones and barricades along active roads and construction areas.
Drives low-boy and other tractor-trailer rigs to transport heavy construction equipment and materials to and from work-sites; maneuvers equipment to load and unload from trailer, operating mechanisms as necessary to position for safe transportation.
Inspects and prepares equipment for safe and proper operation prior to beginning work for the day; performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; secures vehicle after use.
Operates gasoline and diesel powered automotive and heavy equipment, light to medium duty trucks, tractors, mowers, lifts, excavators, packers, rollers, skid steers, street sweeper, and other various machines, tools, and power equipment.
Operates backhoe to perform basic digging, trenching, and clearing of land or materials for maintenance and upkeep projects for public utilities and other infrastructure; controls placement of equipment and determines optimum approach to each digging scenario in order to minimize destruction of property and avoid electric, water, sewer, and other public utility lines.
Operates sand spreader and other road equipment during snow and ice conditions.
Operates a city vehicle and or equipment; conducts pre- and post-trip inspections including checking all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, and cleanliness of assigned vehicles.
Operates vehicles and equipment in lower classifications as needed or assigned to complete division or departmental projects and workload.
Maintains inventory of equipment, parts and supplies: initiates orders materials and equipment needed for each job; conducts routine safety inspections on equipment; advises supervisor of needed repairs.
Ensures compliance with all applicable code, laws, rules, regulations, standards, policies, and procedures ensures adherence to established safety procedures, monitors work environment and use of safety equipment.
Attends and conducts staff and other professional meetings and conferences to exchange information; attends technical or professional seminars and conferences to improve professional skills.
Performs basic and semi-skilled labor as appropriate to assist in completion of maintenance, upkeep, and construction projects; picks up litter, limbs, and other debris; uses hand tools and operates motorized tools as necessary to complete assigned task; and manually loads, moves, and distributes materials.
Performs all other duties that are necessary for the day-to-day operations of the department.
Minimum Education/ Experience/ Qualifications:
Five (5) year experience operating heavy construction equipment, such as trucks, bulldozers, backhoes, loaders, and trailers; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Never been convicted of a felony related to wage or identity theft, cybercrime, forgery, embezzlement, DUI, or similar conviction.
A citizen of the United States or has obtained legal work status.
Must meet the city's background requirements.
Work evenings, weekends and/or holidays as required.
Requires a valid state driver's license with an acceptable driving history.
Additional Requirements:
Must possess and maintain a valid Georgia driver's license.
Must possess and maintain a CDL.
Additional certifications may be required based on the assignment of equipment.
Substance Abuse Testing
:
Due to the safety and/or security-sensitive nature of this position, individuals shall be subject to pre-employment/pre-placement/random alcohol, drug, and/or controlled substance testing as outlined in both city policy and/or procedures. Additional requirements of maintaining a CDL will apply.
ADA Compliance/ Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms, and communicate effectively in writing and verbally. The employee frequently is required to stand, walk, sit for extended periods, and use the computer keyboard and mouse. The employee is occasionally required to stoop, kneel, and crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Occasionally lift and/or move up to 50 pounds for distances greater than of thirty (30') feet.
Hearing:
Hear in the normal audio range with or without correction. Able to hear in-person; as well as, distinguish radio and telephone conversations, recognize differences or changes in sound patterns and loudness or pitch.
Attendance:
Regular, predictable, consistent, and timely attendance is an essential function of the position, in that the failure of such attendance undermines the city's ability to provide critical services to employees, the department, and the public.
Communications:
Requires the ability of clearly speaking and/or conversing in order to exchange information in a manner that can be professionally understood by others. Includes giving assignments and/or directions to assigned staff, coworkers, or supervisors.
