POSITION SUMMARY:

The Traffic Signal & Streetlight Electrician performs technical oversight requiring considerable independent judgment in the application of a broad range of directives, policies, procedures and techniques associated with traffic signals, streetlights and other electrical traffic control related devices. The incumbent must perform safe operation of equipment and adhere to all City of Nampa safety standards and procedures. The incumbent will be assigned within a pre-determined On-Call rotation schedule for non-business hours emergencies. The nature of the work performed requires that an employee in this classification establish and maintain cooperative working relationships with City of Nampa employees, State, Local & Federal representatives, partner agency stakeholders, private developers, private consultants, private contractors, and all other associated manufacture representatives. All work performed is under the supervision and direction of the of the assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative.

ESSENTIAL FUNCTIONS:
• Inspect, test, repair, maintain and install, traffic signal cabinets, controllers, electrical components, vehicle and pedestrian detection systems and any other devices that may be associated with Traffic Signal systems.
• Inspect, test, repair, maintain and install school and pedestrian warning flasher devices and systems.
• Inspect, test, repair, maintain and install, overhead streetlighting device equipment.
• Inspect, test, repair, maintain electrical service systems and panels.
• Inspect, test, repair, maintain and install generators, motors, controls, pumps.
• Provide technical oversight to other traffic maintenance technicians in the repair, maintenance, and installation of traffic signal equipment and overhead streetlighting device as delegated.
• Research and test new electronic traffic control systems.
• Maintain accurate GIS traffic sign, traffic signal, and overhead streetlighting information within the City's ARC GIS software application.
• Interact, inform and advise representatives of partner agencies concerning the maintenance and operations pertinent with the City of Nampa traffic signal system.
• Consult and assist engineering in the design, specifications, selection and requisition of traffic control equipment.
• Read and intermate blueprints, plans and schematic drawings.
• Evaluate and take corrective action on citizen complaints pertaining electrical traffic control devices.
• Coordinate extensive emergency repairs.

ADDITIONAL FUNCTIONS:
• Maintain electronic safety precautions.
• Preparation of reports and records.
• Work from oral and written instruction.
• Review construction plans to assure all electrical requirements are met.
• Analyze and project needs of project unit activity.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
• High School Graduate or General Education Degree (GED) is required.
• Journeyman License, and or at least 5 years combination of traffic signal, overhead streetlighting and other electrical experience which shall provide the equivalent scope of knowledge, skills, and abilities.
• At least 5 years documented experience involving computers, data processing equipment, Inspecting, testing, repairing, maintaining and installing traffic signal equipment, overhead streetlighting or any other electrical experience which provides an equivalent scope of training, experience, knowledge, skills, and abilities necessary to fulfill the requirement of this position.

PREFERRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
• IMSA Certifications - Traffic Signals Levels I, II & III.
• Traffic Control Technician & Flagging Certifications.
• Class A driver's license endorsements.
• Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the willingness to quickly learn to use new skills and knowledge brought about by rapidly changing information and/or technology.
• Ability to operate hydraulic press, wire cutters, electrical and electronic testing equipment, generator, line tracer, and various hand tools, motorized vehicles and equipment including utility service trucks, aerial lifts, and forklift trucks.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
• Thorough knowledge of the National Electrical Code (NEC).
• Thorough knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
• Thorough knowledge traffic signal systems, components and peripheral equipment.
• Thorough knowledge overhead streetlighting, components and peripheral equipment.
• Thorough knowledge of electronic digital computers, systems and components.
• Thorough knowledge of data communication systems and processes.
• Thorough knowledge of the characteristics and uses of appropriate materials. commonly used in electronic traffic signal and overhead streetlighting equipment.
• Thorough knowledge of current practices, procedures and functional services involved within a public sector of state and municipal government.
• Thorough knowledge of the local applicable traffic laws, ordinances, and regulations.
• Thorough knowledge of the FHWA Traffic Control Systems Handbook.
• Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
• Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
• Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Ability to serve the public with honesty and integrity.
• Ability to work independently.
• Ability to work in a variety of inclement outdoor weather conditions.
• Ability to work at heights up to 60 feet above ground level.

WORK ENVIRONMENT:

Performs outdoor physical labor for extended periods of time in varied weather conditions. Utilizes ladders at heights of up to 20 feet and performs work from a bucket truck at heights of up to 60 feet. Performs work around dust, chemical fumes, noise, moving vehicles and potential electrical current hazards.
