Position
Under general supervision of the Electrical/Instrumentation Supervisor, a Senior Electrical/Instrumentation Technician coordinates and leads electrical/instrumentation technicians. A Senior Electrical/Instrumentation Technician also performs the more complex work related to the installation, maintenance, calibration, and repair of a variety of process equipment, electrical, electronic, and mechanical equipment in support of the District's water treatment, distribution, collection, reclamation, and composting operations.
The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. The tentative date ranges for the interviews are listed below:

2nd Round Interview Date Range: March 24 - 28, 2025

Essential Duties
Leads the instrumentation and electrical work performed in various District operations.
Meets with the Electrical/Instrumentation Supervisor to coordinate work and work scheduling with other activities.
Utilizes Computer Maintenance Management system daily. Plans, prioritizes schedules and coordinates emergency and regular repair maintenance and preventive maintenance work; prepares work orders, assembles materials, supplies and equipment, assigns work, reviews work, and maintains written records of work performed. Adds new equipment, CMs, PM's, modifies work orders. Ensures daily work and costs are captured in the maintenance management system.
Insures adherence and compliance with safety and health policies and procedures as well as state and federal laws and regulations; trains employees and monitors safety practices; periodically evaluates worksites to insure safe conditions; attends all required safety trainings/meetings.
Analyzes electrical and instrumentation problems. Utilizes equipment maintenance manuals, drawings, prints, schematics, and/or GIS for troubleshooting solutions. Modifies same as required. Utilizes various computer hardware and software tools.
Performs many of the essential duties of an electrical/Instrumentation I and II including; corrective, preventive, and predictive maintenance, testing and calibration on analyzers, leak detectors, telephonic PA systems, fire systems, security systems, radio equipment, standby generators, personal air monitoring equipment, motor bearings, services, motor control panels, distribution panels, electrical components, instrumentation; screens, valves, gates, dampers, actuators , boilers, conveyers, HVAC, and other related equipment and appurtenances
Attends regular Operations/Maintenance and other meetings. Reviews open work orders and discusses status at these meetings.
Reviews and initials all E&I requisitions before they are sent to the supervisor. Provides feedback to E&I personnel on costs, and status of spare parts
E&I Interface for CIPs/IIPs and other district projects. Assists with Job walks, Engineering questions, and equipment installation when work is approved by the Maintenance Supervisor.
Performs work in a safe manner at all times; complies with safety and health policies, procedures and practices; attends and completes all mandatory safety training courses and events; and works to insure the safety of co-workers and the general public.
Qualifications
DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:
Troubleshooting methods and procedures
Electrical components and wiring configurations used in industrial systems
Testing procedures used to detect problems, including operation of test instruments
Equipment associated with water reclamation plants; composting facilities; water treatment plants, pumping stations, lift stations, tanks, and building automation systems
Understands water treatment and distribution, reclaimed water, composting, and pumping processes;
PLC, SCADA and DCS troubleshooting, repair, and programming
Safety practices and procedures including but not limited to; high and low voltage, lockout/tagout, confined spaces, and MSDS.
Familiar with the National Electric Code, OSHA safe practices, and ISA standards.
Principles and techniques of maintaining and repairing electrical and instrumentation equipment; electrical motors, switchgear, valve actuators, and other appurtenances
Electrical components and wiring configurations used in industrial systems
ABILITY TO:
Plan, organize, prioritize and schedule work
Diagnose malfunctions and determine effective courses of actions for correcting them
Maintain and prepare work records and reports
Work collaboratively and cooperatively in a team environment
Establish and maintain positive, cooperative working relationships with employees, contractors, and vendors
Operate safety devices and equipment and apply proper safety procedures in hazardous environments. Utilize safety practices and procedures including but not limited to; high and low voltage, lockout/tagout, confined spaces, and MSDS.
Read, interpret, and update electrical drawings, schematics, and diagrams
Perform competent electrical/instrumentation repair work on all District equipment, including the ability to recognize and troubleshoot malfunctions as and before they occur
Utilize maintenance maintenance program and maintain maintenance records
PHYSICAL AND SENSORY REQUIREMENTS:
Sufficient eyesight to read fine plans and standard text and data;
Ability to speak and hear at normal conversational levels in person and over the telephone
Manual dexterity to write legibly and to use electrical test equipment
Ability to lift and carry up to approximately forty pounds of plant equipment and materials on an occasional basis; and to reach, bend, or crouch to inspect equipment
Ability to occasionally walk on uneven and slippery surfaces
Ability to travel to different sites and locations
Ascend and descend ladders and stairs
Tolerate physical presence at height of up to 100 feet on catwalks and walkways of large structures
Safely enter and leave confined spaces
Exposure to outdoors and high noise levels as created by large process equipment
Work safely with hazardous chemicals and substances
Training and Experience Guidelines
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:
EDUCATION:
High school diploma or equivalent is required. College-level coursework in electrical/instrumentation theory and practice is desirable
EXPERIENCE:
Four (4) years of experience as an electrician or instrument technician performing high and low voltage electrical work and maintaining computer-controlled electronics and instrumentation in a water/wastewater treatment plant or industrial setting.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A valid California class C driver's license must be maintained at all times. A CWEA Grade II Electrical/Instrumentation Certification is required. A CWEA Grade III Electrical/Instrumentation Certification is required within 18 months of employment.
DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
One or more of the following certificates are desirable:
CWEA Grade IV Electrical/Instrumentation Certification
State of California Grade III Water Distribution Certification
State of California Grade III Water Treatment Certification
State of California Grade III Wastewater Treatment Certification
California State Electrical Certification.

Medical Insurance
The District currently covers up to $2,051.18 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans.
Dental Insurance
The District provides dental insurance for employees and their dependents.
Life Insurance
Coverage is provided by the District in the amount of $50,000 plus one year's salary up to a maximum of $150,000.
Short & Long Term Disability
The District provides coverage for continuation of two-thirds base salary up to $8,239 per month for absences which qualify under the plans.
Vacation
Initially earned at 4 hours per bi-weekly pay period up to a total of 6.46 hours per pay period.
Holidays
The District observes 12 holidays per year.
Deferred Compensation Plan
Employees may elect to participate in a 401(a) and 457(b) tax deferred retirement investment plans. The District will contribute $20 per pay period, up to $40 per month, match into the 401(a) account and up to 1% of base salary match on a $1 to $1 basis into the 457(b) account.
Sick Leave
Employees earn 8 hours per month.
Vision care
The District provides vision care for employees and offers an option for dependent coverage.
Retirement
Tier I - 2% at 55 for employees defined as "Classic" members by the California Public Retirement System; 7% employee contribution.
Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $155,081.
In addition to CalPERS, the District participates in Social Security. The District and employees contribute a required percentage of base wages for Social Security.
Retiree Medical Benefits
The District will contribute 75% of the Kaiser Permanente Traditional HMO plan at the employee only level for employees who retire with at least ten years of service and are at least 55 years of age.
Tuition Reimbursement
After six (6) months of employment, employees may request up to $685 per course for continuing education reimbursement.
Flexible Spending Accounts
Employees may allocate up to $3,300 per year to pre-tax accounts for qualified health care expenses and $5,000 per year for qualified dependent care expenses.
Wellness Center
Employees have access to an on-site fitness facility at no cost. Employees also have the opportunity to participate in a Wellness Program
Physical Fitness Program
Employees may be reimbursed for up to $500/fiscal year for payment of costs with primary emphasis on preventive health maintenance, relative to obtaining/receiving a comprehensive physical examination, membership to private gym facilities, purchase of home gym equipment, or membership for at-home fitness programs.

The District offers flexible work schedules based on the position and District operational needs.
