Summary of Job Purpose:
Equipment Operators maintain County roads and right-of-ways and/or landfills; ensure safety guidelines are followed to protect the crew and the public; operate light and heavy vehicles and road equipment; and perform a variety of manual tasks.
Examples of Duties
Equipment Operator I:
This is the first level of the Equipment Operator class series. Employees are assigned as a Landfill Attendant and/or as an entry level road crew worker, working under close supervision and being assigned a variety of equipment operations and manual labor duties in maintaining County roads and right-of-ways.
Operates assigned equipment to maintain County dirt, gravel and paved roads and right-of-ways; identifies appropriate tasks and equipment to complete maintenance tasks; types of equipment operated include, but are not limited to, road graders, tractor-trailers (belly dumps, transport), dump trucks, loaders, dozers, rollers, tractors, brush beaters, sweepers, snowplows, and sanders.
Patches potholes; seals cracks in asphalt; cleans and repairs culverts; performs a variety of other manual tasks, including lifting, carrying, and use of hand tools.
Keeps records of time worked, equipment and supplies used, and conditions observed.
Performs routine maintenance and repairs on equipment (adjusts, lubricates, and replaces fluids on equipment); checks for wear and for needed repairs, cleans equipment; sharpens, and adjusts manual tools; cleans shop and other work areas.
Sets up and operates screening plants.
Installs and maintains traffic control devises such as painting traffic lines; erects, repairs, and removes signs.
Uses welding equipment to fabricate equipment.
Digs and closes graves; performs various grounds maintenance tasks in the County parks and at the fairgrounds. Directs public and commercial haulers to designated tipping sites; oversees the tipping of solid wastes at landfill sites; operates heavy equipment, such as trucks, compactor, backhoe, loader, or specialized landfill operations equipment as needed to operate the sanitary landfill.
Operates dozers to move, compact, and cover waste at County landfills; inspects waste to assure that items are authorized for disposal; participates in controlling fires; notifies supervisors of the presence of hazardous materials and assists in disposal of such materials.
Estimates and records volumes and types of waste entering sanitary landfill, identifies contents of vehicle, and calculates the appropriate fee charged for dumping.
Receives, receipts, and records fees; performs posting of records; balances daily cash receipts.
Completes compaction and cover operation of disposed wastes.
Conducts on-site inspections of incoming wastes; screens incoming wastes for proper disposal; coordinates with other staff as required.
Maintains daily operations of all waste disposal operations, and ongoing closure-related activities of the landfill. Answers questions concerning fees, dumping, hazardous waste, recycling, as well as disposal or closure operations, and other related matters.
Completes required landfill reports. Assists in gathering and reporting information and data required by the state and federal regulatory agencies.
Opens and closes landfill site; picks up and delivers monies, and other necessary paperwork to and from headquarters as required.
Establishes and maintains professional working relationships with co-workers, the public, visitors and vendors.
Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
Equipment Operator II:
This is the advanced level of the Equipment Operator class series. Employees working at the Equipment Operator II level work under general supervision, operating all the County heavy equipment and troubleshooting all, but the most complex problems.
In addition to performing duties assigned the Equipment Operator I's, establishes work priorities for minor projects, and ensures the appropriate availability of equipment, and material.
Assists in establishing standard procedures, and ensures compliance with technical standards, specifications, and legal requirements.
Keeps supervisor abreast of current trends, issues, and practices.
May be assigned mechanic duties that are comparable to a Public Works Mechanic II.
Equipment Operator III:
This is the journey level of the Equipment Operator class series. Employees at the III level function under limited supervision performing in a lead role and performing more complex and difficult road maintenance tasks.
In addition to performing duties assigned the Equipment Operator I and II's, assists in developing schedules for maintenance and repair activities; in absence of supervisors, organizes work to be done and assigns staff to daily work projects; trains workers in use of equipment and in performance of specialized tasks.
Inspects roads, signs, equipment, and other assets assigned to the Road Department to identify needed repairs and the quality of work done by County staff; responsible for setting proper and safe work zones on road projects; prepares recommendations to the Assistant Public Works Director for counseling of department staff based upon results of inspections.
Establishes and maintains effective working relationships with contractors, man camp crews, BLM crews, and other government agencies.
Electronically enters daily logs, checks schedules, and maintains policies.
Ensures safety guidelines are followed at all times to ensure the safety of the staff and the public.
Qualifications
Equipment Operator I -
At least one (1) year of work experience in equipment operations or landfill work, AND must possess a valid Nevada State Class A permit prior to being employed and actively work towards and obtain a valid Nevada State Class A - Commercial Driver's License with Doubles/Triples, and Tank Trailer endorsements within six (6) months of employment. Casual employees must possess a valid Nevada State Class A - Commercial Driver's License with Doubles/Triples, and Tank Trailer endorsements. The license must be maintained while employed as an Equipment Operator.
Equipment Operator II
- At least two (2) years of work experience performing road construction work OR one year of experience as an Equipment Operator I, AND must possess and maintain a valid Nevada State Class A - Commercial Driver's License with Doubles/Triples, and Tank Trailer endorsements for the County-designated equipment operated.
Equipment Operator III
- At least three (3) years of work experience performing road construction work OR two years of experience as an Equipment Operator II, AND must possess and maintain a valid Nevada State Class A - Commercial Driver's License with Doubles/Triples, and Tank Trailer endorsements for the County-designated equipment operated.
Special Requirements:
Equipment Operators shall obtain a "Red Card" Wildland Fire Certification every year; training will be provided by the County. Responding to wildland fires will be at the option of the employee in consultation with a supervisor. Pursuant to Eureka County policy, these positions are classified as safety sensitive, and as such employees, must permanently reside in the Eureka or Crescent Valley area which will enable short response time to call outs.
Employees are required to have the ability to travel to different sites and locations; availability for on-call, stand-by and emergency call out.
Knowledge, Skills and Abilities
Knowledge of:
safety procedures to be followed in operation of equipment and in performance of such manual tasks as lifting heavy items, use and handling of lubricants; capabilities of tools and equipment used in road maintenance and procedures for operating heavy construction equipment; practices, methods, techniques and equipment used in road maintenance; and sanitary landfill operations and requirements.
Equipment Operator II:
In addition to the knowledge gained at the I level, requires knowledge of the county road system and the ability to independently determine the appropriate course of action.
Equipment Operator III:
In addition to the knowledge gained and required at the I and II levels, requires knowledge of basic principles and practices of prioritizing work and regulations which pertain to construction projects.
Skills to:
work independently and as part of a crew; operate assigned equipment in a safe and efficient manner; carry out written and verbal instructions; learn to operate different types of equipment; learn and follow operating procedures; communicate effectively with members of the public; work cooperatively with others; effectively interact and coordinate efforts with all County departments; identify when equipment needs repair; and accurately screen incoming wastes.
Equipment Operator II:
In addition to the ability gained at the I level, requires the ability to learn and interpret federal, state and local laws, and rules and regulations relating to road maintenance work.
Equipment Operator III
: In addition to the ability gained and required at the I and II levels, requires the ability to train staff in work methods and equipment operations, and effectively supervise projects and operations.
Physical/Mental Demands & Working Environment:
The physical/mental requirements described herein are repetitive of those that an employee must meet to perform the essential functions of this position successfully. Strength, stamina, and dexterity to sit in vehicles operating on rough roads and rough surfaces for long periods each day with brief breaks; walk on uneven and slippery surfaces for brief periods; perform heavy manual tasks using hand tools such as shovels and picks; perform repetitive motions including use of controls with hands and feet; climb up steps and ladders to enter and inspect vehicles; reach to adjust and make minor repairs to equipment; use of both legs to operate controls of equipment and vehicles; manual dexterity to operate controls on equipment; strength to occasionally lift and carry containers and parts for equipment which regularly weigh up to fifty (50) pounds and may occasionally weigh up to one hundred (100) pounds; visual acuity sufficient to operate equipment in a variety of lighting conditions, including bright light, low light, and low visibility conditions; depth perception sufficient to maneuver equipment and determine position of equipment components; ability to hear changes in operation of motors and other equipment. Extreme weather conditions including heat, rain, snow, cold, wind, dust, vibrations, and noise; ability to work independently in isolated geographic areas. Occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud. Odors associated with municipal solid wastes will be apparent.
Full-time employees are offered a complete benefits package including health care, dental, vision, life, Nevada PERS retirement, holidays, vacation, and sick leave. In addition, employees can voluntarily enroll in a deferred compensation plan, Health Savings account, and various other supplemental insurance plans offered by the County.
Part-time employees who regularly work 20 hours or more per week will earn annual leave on a pro-rata basis. Part-time employees employed more than half-time (1040 hours or more in a fiscal year) are enrolled in PERS.
