Summary of Job

Performs a variety of semi-skilled maintenance work and operates a variety of equipment, tools and software in the general construction, operation, repair and maintenance of the municipal infrastructure, right of ways, services, cemeteries, splash pad, forestry, recreation programs and facilities as authorized.
Hourly rate increase of .50 every six (6) months for the first (1) years of employment.
Essential Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES

General Expectations
  • Maintain prompt, predictable, and regular physical attendance
  • Maintain the ability to lawfully operate designated motor vehicles and equipment at all times that duties are performed
  • Maintain the ability to travel throughout and enter all different properties in the jurisdiction
  • Provide truthful, accurate written and verbal communications
  • Respond to complaints; communicate resolution process to immediate supervisor and refer matters requiring administrative attention to Department Head or designated representative
  • Abide and assist in the implementation of safety rules and procedures
  • Maintain relevant certifications
  • Accepts and performs weekend and week night standby duty as scheduled
General Equipment Maintenance

  • Perform routine inspections, cleaning, and preventive maintenance on all equipment and tools prior to and upon completion of use; refers defects or needed repairs to shop mechanic, immediate supervisor or Department Head, or designated representative
General Facility Maintenance

  • Perform maintenance and construction on streets, sidewalks, parks, ball diamonds, trees, trails, and boulevards, along with general facility maintenance including fencing repairs and painting.
Required Labor
  • Perform maintenance and/or construction at/on parks, ball diamonds, trees, trails, and boulevards, along with general facility maintenance including fencing repairs and painting.
  • Participate as part of a crew or individually, including but not limited to maintenance and repair of cemeteries, ball diamonds, parks, facilities, trails, campground, splash pad and other areas as required.
  • Participate in construction, various recreation programs and event set-ups
  • Independently perform lawn maintenance, landscaping, tree trimming/removal, planting and nutrient care using equipment provided, as assigned.
  • Operate the following equipment, including but not limited to: pneumatic tools, brush chipper, trimmer, mowers, groomers, utility vehicles, and compact tractors.
  • Perform routine inspections, cleaning, and preventive maintenance on all equipment and tools prior to and upon completion of use; refer defects or needed repairs to shop mechanic, foreman or designated employee
  • Examine playgrounds, facilities, trails, parks, cemeteries and boulevard and trees to identify any concerns
  • Clear snow from streets, alleys, boulevards, parking lots, sidewalks, and etc. as assigned
Equipment Operation

  • Operate the following equipment, including but not limited to: construction, snow removal and other power equipment such as graders, tandem truck, single axle trucks, backhoe, sand and salt spreader trucks, sewer jet, sweeper, aerial truck, roller, dozer, loader, pneumatic tools, brush chipper, mowers, groomers, utility vehicles, and trimmers
TOOLS AND EQUIPMENT USED

Motorized vehicles and construction equipment; common hand and power tools; telephone; mobile radio or portable radio; phone; personal computer including various software; and safety equipment including PPE and testing instruments
PERIPHERAL DUTIES
  • Serve on various employee committees
  • Performs other duties as assigned
  • Attend various City committee meetings when requested by Department Head or designated representative
Qualifications
DESIRED MINIMUM QUALIFICATIONS

Education and Experience:
  1. Graduation from high school or GED equivalent
  2. Two (2) years of experience relating to construction, municipal maintenance, and equipment operation as it relates to the roadway or forestry professions
  3. Any equivalent combination of education and experience

SPECIAL REQUIREMENTS - Must possess or have the ability to possess within the one (1) year introductory period:
  1. Possess a valid Wisconsin state driver's license
  2. Possess or acquire a CDL - Class A with air brakes restriction and tanker (N) endorsement within a time-frame approved and determined by the Director
  3. Must reside within a 30 mile radius of the City limits
  4. Playground safety inspector (when working in the Parks/Recreation/Cemetery Division)

  1. Considerable knowledge of equipment, facilities, materials, methods, and procedures used in municipal maintenance, operation, construction or repair activities
  2. Skill in operation of the listed tools and equipment
  3. Ability to perform heavy manual tasks for extended periods of time

  5. Ability to communicate effectively verbally and in writing
  6. Ability to work effectively with fellow employees, other departments and the public
  7. Ability to understand and carry out written and oral instructions
  8. Must have a working knowledge or ability and willingness to obtain a working knowledge of the following:
  1. Windows operating systems and programs with an emphasis on Microsoft office; and
  2. Ability to navigate web applications, and have an understanding of other emergent technologies and peripherals

Wisconsin Retirement Service: Full-time Department of Public Works employees are enrolled in the Wisconsin Retirement System (WRS) through the Department of Employee Trust Funds (ETF) on their date of hire into the full-time position.

Life Insurance: Life insurance is offered through ETF. New employees are eligible for coverage the first of the month following thirty (30) days after hire. Employees can enroll in up to five (5) units of coverage. Each unit of coverage consists of 1x the employee's annual income rounded to the next higher thousand. An employee may also enroll in spouse/dependent coverage.

Health Insurance: Health insurance benefits are provided to employees available in single, limited family, and family plans. Limited family consists of employee plus spouse, or employee plus child(ren). The employee pays 10% of the premium and stop loss and admin fees. The City pays 90% of the premium. Health insurance may begin on the date of hire, but the benefit portion will not become effective for 90 days of employment are completed and the employee must pay the full cost of insurance for those months.

Aflac: The City offers Aflac to employees which is 100% paid for by the employee. Some coverage they offer include dental insurance, short term disability, hospitalization, vision insurance, and cancer coverage, etc. Eligibility for Aflac lies solely with Aflac.

Long Term Disability: Long Term Disability is available to DPW employees through NorthWestern Mutual with employees paying 100% of the coverage.

Sick Leave: Employees earn 4 hours of sick leave each pay period (excluding the third pay period of the month) and are eligible to use that sick leave once they have been employed for six months.

Vacation: Vacation leave is available and is based on years of employment and received on the employee's anniversary date.

Holidays/Personal Days: Employees are paid for eight and a half holidays per year along with three personal days and are eligible to receive these once they have been employed for six months.

Clothing Allowance: DPW employees are eligible for up to $250 in uniform allowance each calendar year.

The City also offers a section 125 flex program and hosts two different deferred compensation companies through which employees can begin their own plans.
